The Board consists of seven members, five of whom are appointed by the Champaign County Commissioners and two of whom are appointed by the probate judge. Three individuals must be eligible for services provided through the county board or are immediate family members of such individuals.  Whenever possible the appointing authorities will ensure that appointments represent a person eligible for adult services, a person eligible for services for children, and a person eligible for residential supports. The Board meets the fourth Thursday of the month at 5:00 P.M. at the Champaign County Board of Developmental Disabilities.

Jim Smith

Jim is retired after working over 22 years as Director of the Champaign County Dept. of Job and Family Services.  He currently serves as a member of the United Way Allocations Committee, a Board member for the Caring Kitchen, president of the newly formed Champaign County Metropolitan Housing Authority and as a volunteer for Junior Achievement.  He and his wife, Racille, have two children, three grandchildren and three great-grandchildren.  Spare time you will find Jim in his wood shop, sailing or with his wife traveling the country.

Bill Kremer

 

Bill is retired after 27 years as an Ohio State Park Manager.  He serves on the Urbana City Planning Board, Urbana Parks Board, and the Urbana Community School Board (Urbana Public School District).  He holds a B.S. from University of the Cumberlands and is a graduate of the Ohio State Park Ranger Academy.  He is a member of St. Mary's Church.  Bill and his wife Diane have two adult children. 

Jeanne Bowman​, President

 

Jeanne retired in 2012 from Mercy Memorial Hospital as the Administrator/Director of Patient Care Services. She worked 32 years as an RN.

David Sapp

Mr. Sapp is the Band Director at Urbana City Schools for the past 22 years, an organist at Faith Lutheran Church in Dayton for 25 years, and the State of Ohio FFA Band Director since 2003.  Mr. Sapp served on the Ohio Music Educators Association State Board for 4 years and the Alumni Committee for Department of Music at Wright State University for 2 years. 

He and his wife Sarah have a twelve year old son, Thaddeus.  In Mr. Sapp’s spare time he loves to listen to and play music and enjoys gardening and working in the yard. 

Some of his favorite activities are playing in pit orchestras for musicals, traveling, and seeing the world with his wife and son.

Kerry Brugger​, Recording Secretary

 

Kerry is a lifelong resident of Urbana, and has been with the City as Director of Administration since February, 2012. Prior to joining the City; he was with Navistar, Inc., serving as a Corporate Supply Manager with responsibility for select contract services in all manufacturing and parts distribution facilities in the United States, Canada and Mexico.

 

Over the past several years, he has served on the City’s Building and Zoning Board of Appeals, the 2010 Charter Review Committee and City Council from January, 2010 until February, 2012.  Kerry currently serves on the Board of Directors for the Champaign County Chamber of Commerce & Visitors Bureau.

 

Kerry and his wife, Kathy, celebrated their 36th anniversary earlier this year and have five daughters, and six grandchildren spread out among Springfield, Columbus, Circleville, Cincinnati and Urbana/North Canton. 

Laurie Stickney​, Vice-President

 

Laurie is self-employed as a chiropractor in Urbana since 2001 after graduating from Palmer College of Chiropractic.  She and her husband, Jamie Mangus, have four children, Austin, Hunter, Adelynne, and Baily who currently receives services through Early Intervention.  She also has  step-son, Seth.  In her spare time, Ms. Stickney enjoys running and watching her children compete in sporting events.

Tim Cassady

Tim is a proud lifelong Champaign County, Goshen Township resident, and graduate of Mechanicsburg Schools. He has been the owner and President of Tim’s Towing & Auto Recovery LLC for the past 20 years.

Tim has been a Goshen Township Trustee for the past sixteen years, Maple Grove Cemetery Board last 20 years, Serving his 10th year as the President of the Champaign County Township Association, and was a former director for the Ohio Township Association. Former assistant football coach at Mechanicsburg Schools.

Tim and his wife Kristeen have three adult children Brian, Travis, and Hailie and one grandson T J .  Tim enjoys spending time with family and friends and following all local sports teams.
